Contribution to the CoE Group of Specialists on Media Diversity
In March 2006, the Open Society Institute EUMAP and Media programmes submitted a position paper to the Council of Europe's Group of Specialists on Media Diversity (MC-S-MD), ahead of its third meeting.
This Group of Specialists was established by the Council of Europe in 2005 to monitor the development of media concentration in Europe. It examines its impact on freedom of expression and information, cultural diversity and media pluralism, and is to update Recommendations No. R (94) 13 on measures to promote media transparency and No. R (99) 1 on measures to promote media pluralism, if necessary.
The Group also monitors the implementation of Recommendation (2003) 9 on measures to promote the democratic and social contribution of digital broadcasting.
The Open Society Institute (OSI) contribution to the Group's 3rd meeting on 20-21 March 2006 is mainly based on the findings and recommendations included in the series of OSI monitoring reports, Television across Europe: regulation, policy and independence, which covers 20 European countries.
The contribution is divided in three parts:
- Selected recommendations from the OSI Overview Report, related to the issues to be discussed by the MC-S-MD.
- Annex I. A summary of the main findings of the monitoring across the 20 European countries covered. Highlighted in bold are elements which could be of particular interest to the Group’s debate.
- Annex II. A short description of the monitoring project and of the resulting reports.
